How to cut around a video?

Hello guys, I want to cut around a video, like say there was a bear in the background of a family video, how do I zoom all the family? I need to zoom in on a box on a video. Is there any software (I do not care if it's free or if you have to pay) that can do that? Thank you.

I have Windows Movie Maker 2.1 for XP on my corporate laptop: just check, and there is no way to zoom (eg, crop the video / image size image). Well, I found a tutorial that shows how to do it with VirtualDub, in conjunction with WMM: http://www.windowsmoviemakers.net/PapaJohn/71/Rotating_Cropping_Video.aspx I edit videos for my company using Sony Vegas Pro 8.0, an editor at a higher level than among many other features, you can manipulate the size of the frame. If you're just editing home movies, I doubt you want to cough up several hundred dollars for it, though.
